An ad set budget, often called ABO or ad set budget optimization, means you set the spend on each ad set yourself, so you decide exactly how much money each one gets. It is the opposite of Advantage campaign budget, the setting that used to be called CBO, where you hand Meta one campaign budget and let it split that pot across your ad sets on its own.
Say you are running one campaign to test three cold audiences against each other, and you have a lookalike in one ad set, a broad interest stack in the second, and a fully open broad targeting in the third. With ad set budgets you put a set amount on each of the three yourself, so every audience is guaranteed real money to spend and a fair chance to reach enough people to show you what it can do. Go into Ads Manager, look at your own ad sets, and check whether the budget line sits on the ad set row or up on the campaign row, because that one detail tells you which mode you are actually running.
This matters because it protects your test. When Meta controls one shared budget, it starts pushing money toward whichever ad set looks good in the first few hours, and a slow starter can get starved before it has spent enough to prove anything. Ad set budgets stop that from happening, so you are comparing audiences on close to even footing instead of reading a race that was called early.
The cost of that control is that you are now the one moving money toward the winners, and Meta cannot shift budget to a hot ad set on its own. That is fine while you are learning, because learning is exactly when you want the control. Once you actually know which audiences and creatives win, handing the split back to Meta with Advantage campaign budget can scale those winners faster than you re-balancing everything by hand every morning.
Use ad set budgets to find your winners, then decide whether to keep steering by hand or let Meta drive.
