Value optimization tells Meta to chase the highest-value purchases, not just the most purchases, so it will happily find you fewer, bigger orders instead of a pile of small ones.
Not all customers are worth the same. One spends 500 rupees, the next spends 5,000, and you would obviously rather have the second. Standard optimization does not care; it treats every purchase as one purchase and goes for the highest count. Value optimization changes the target. Instead of maximizing how many conversions it gets, Meta maximizes the total value of them, leaning delivery toward the people most likely to spend more. For that to work, your events have to send the actual purchase value, so Meta can tell a big order from a small one.
For a business with a wide spread of order values, this is the difference between buying volume and buying revenue, and they are not the same thing. It is also the engine underneath ROAS-goal bidding, which only makes sense once Meta is optimizing for value in the first place. If your customers all spend roughly the same, it barely matters; if they do not, it can reshape who your ads go to.
Value optimization is only as honest as the value data you feed it. If your purchase events send the wrong value, or no value at all, Meta cheerfully optimizes toward a fiction, and it needs a decent number of high-value conversions to learn the pattern, which a low-volume account may never supply. On thin data it can lock onto a couple of flukish big orders and lead you somewhere expensive and wrong.
Value optimization only works when your events tell the truth about what each sale was actually worth.
