Highest volume is the bid strategy where you hand Meta your whole budget and tell it to go get you as many results as it possibly can, with no promise about what any single result will cost.

When you build a campaign, one of the choices Ads Manager pushes at you is how you want it to bid, and highest volume is the simplest option and the one already selected by default. You are not setting a target of any kind. You are telling the system to spend every last unit of your budget chasing the largest possible number of results, whether that result is a purchase, a lead, or whatever you told it to optimize for, and to do that without holding back to protect a price. There is a matching version called highest value, which chases the most purchase value rather than the most purchases, but the mechanic is the same idea pointed at a different number.

This matters because it is the honest place to start. A brand new ad set has no idea yet who actually converts for you, and highest volume lets Meta spend freely while it figures that out, instead of you strangling it on day one with a cost target it cannot meet. When you are launching something fresh, or when you simply want the most results you can get and your margins are comfortable enough to take whatever price comes, this is the clean choice that keeps the delivery system out of its own way.

The catch is that highest volume gives you no control over cost per result at all, so as the ad set spends more or the audience starts to tire, your cost per result can drift upward and it will keep drifting, because holding a price was never the job you gave it. Nobody is going to tap you on the shoulder when that happens, so you have to watch the cost per result column yourself, and the day protecting that number matters more to you than raw volume is the day you switch to a cost per result goal instead.
